The EPA uses grants or cooperative agreements to provide financial assistance for accomplishing a public purpose authorized by Federal statutes (i.e. supplements your research endeavors).  The agency uses contracts to acquire goods or services that directly benefit the Federal government. Depending on the assistance program you are applying for, you may need to obtain an application kit from the appropriate Grants or Program Office that will administer the assistance program. This will be one of ten EPA Regional Offices or the EPA Headquarters Office in Washington, DC. You should contact the appropriate office identified in the solicitation.
